The CSC registry confirms the validity of an individual’s compliance training and knowledge of green practices. Inspectors and interested parties can prove that a registrant has been trained to conduct spray coating operations safely and effectively as well as practice effective pollution prevention and reduction techniques. The online system verifies the individuals training history, which includes the registrants name and license number, expiration date, current company and the date of recertification.

If you do not satisfy the five-year renewal requirements, we have to deactivate you, even if you are in compliance with the annual requirements. COMPLIANCE VERIFICATION: (1) A list of all current personnel by name and job description who are required to be trained; (2) Hands-on and classroom instruction that addresses initial and refresher training in the topics listed in paragraphs (f)(2)(i) through (2)(iv) of 40 CFR Part 63 Section 63.11180.

Applications
The Certified Spray Coating registry provides verification of CSC I Unrestricted , CSC II Restricted and CSC III Green as follows:
On January 9, 2008, EPA issued a rule requiring owners and operators of Paint Stripping and Miscellaneous Spray Coating Operations to ensure and certify all new and existing personnel, including contract personnel, who spray apply Spray Coatings are trained in the proper application of Spray Coatings. Spray Coating is prohibited by persons who are not certified as having completed the training described in NESHAP 6H 40 CFR ß 63.11173(f)-(g) and NESHAP 6X 40 CFR ß 63.11519(d)(5)-(9).
CSC I Unrestricted. Under the EPA HAPs 6H rule, beginning January 10, 2011, operations submitting a notification of compliance have trained personnel in compliance with the spray application of Spray coatings.
CSC II Restricted. Under the EPA HAPs 6H and 6X rules, exempt operations shall prohibit personnel from the spray application of specific coatings. CSC II registrants have been trained to practice exemption in accordance with EPA 6H6X product prohibition requirements.
CSC III Green. In addition to the HAPs 6H Rule, operations have personnel trained in green practices in accordance with the Certified Green Spray Coater Program. To obtain your CSC Green registration, you must complete each of the Green Modules. Upon completion of each module, you may complete the application to be considered for the CSC Green cerification.
Code of Conduct and Standards
CSC code of conduct includes training certification standards according to EPA, OSHA, NFPA, and qualified product manufacturers, and the Certified Green Spray Coater Program.
Disclaimer
Registration as a CSC is not a substitute for certification as a painter pursuant to the EPA Renovation, Repair and Painting RRP requirements. On April 22, 2008, EPA issued a rule requiring the use of lead-safe practices and other actions aimed at preventing lead poisoning. Under the rule, beginning April 22, 2010, painters performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination.
EPA requires that firms performing renovation, repair, and painting projects that disturb lead-based paint in pre-1978 homes, child care facilities and schools be classroom and hands-on certified by EPA and that they use certified renovators who are trained by EPA-approved training providers to follow lead-safe work practices. Individuals can become certified renovators by taking an eight-hour training course from an EPA-approved training provider.
